Cartmanager: In order to enable the "world-area" feature of Google with CartManager you must
1) login
2) cart settings
3) step 6 shipping options
4) approved shipping methods
5) approve your shipping methods
Currently you do not have any approved shipping options which is why we have not enabled the "world-area" feature on your cart.
I did that (added a USPS domestic option, USPS international, and UPS Ground, for now), and now:
