2CO wants outside of EBAY business for approval

2co close your account if any relation is with ebay. you must have your own site.

Any serious credit card processor will at a minimum scrutinize your application more closely if it is for EBAY sales only. My Guide for getting a merchant account shows how to handle this.

It's that's the case, just create a simple website with a free shopping cart, etc.

Use osCommerce or zencart as a shopping cart on your site, you may be able to convince them that your customers are purchasing from your website.
