Maybe EBAY and PP just have some way of knowing the card is a gift card which is why they ask for additional verification like the expanded use number.
On the other hand, PP tends to limit and ask for additional info on almost all accounts eventually. |
Paypal doesn't ask for expanded use with simon gift accounts.
