The only thing eBay can track when it comes to images is if you use a 3rd party site. Like if I were to host an image off aspkin.com, eBay links my domain name to my eBay account once I use it, and if I become suspended and try to use that same image hosted off my site again, that will link my accounts and I'll become suspended again.
It's best to upload your images or host off large image hosting sites. By the way, there are many threads about this in the forum already, keep reading.
