 what was theyr'e reason for not re-instating

Wen i logged into my gc account to check the status of the payout there was a message saying they couldnt process my card i used to create the acct with which was a prepaid debit card. They requested a copy of my DL and Proof of address. I sent it.
Google emailed me back saying they will not reinstate my account.
should i create another gc account wit my real info and ssn again , new credit card and bank info ?
any 1 have this problem before or know how to fix it im  | what was theyr'e reason for not re-instating?
