A good one i thought may work right is if paypal are matching tel numbers to address's do as follows:-
Make an account in your next door neighbours address 1 or 2 doors down, make sure you have a near enough same name as your own. Put in your new/voip whatever number, if you get the unmatched error im sure they send something in the post to verify !!
Right when it gets delivered, i dont know about you but my neighbours are quite good at sending letters over which get delivered to wrong address or address is wrong!!
