I'm not sure mate, i am only going by what i have read on the forums.
I guess it would be best to start out registering accounts at friends houses, and relatives like you said in another post. I am going to aim for 1 fully operational paypal and ebay account a month. Every time I go to a relatives house, i am going to register a set of accounts there!
The great thing is, from my understanding of the posts i have read- if 1 account does get closed, all you need to do is cancel the cards on that account and then you will get issued with new numbers which you can open a new account with
