Sometimes you lose connection with the proxy and suddenly you are back on your suspended IP and Ebay will know.
Best way is to use dial up or just switch your MAC address, that will change your IP. | I believe you change your IP address without changing MAC address just by reseeting your modem or router and do a whole new setup.
