If your cable modem connects to your computer without a router (internal or external), then changing the LAN IP will change the WAN IP. Usually.

Paypal seems to team up with gmail. When logging to paypal and enter email address to pay someone, there is suggestion of possible history email address and they all from gmail address book. This point out to another possible link that is using mail client to download and reply mail, all address mail send to goes into the gmail address book and paypal would possible knows and accts linked.
You are misperceiving that. Your gmail address book does not communicate with Paypal. Paypal keeps a history of who you send money to. When you send or receive, it sends you an email. When you go to your email, if you reply to a sender or a receiver, gmail will add them to your contact list. But only if you are logged into gmail and reply to an email notification.

The sticky part here is that Paypal send the notification to email and says Paypal sent it. If you show details of sender, you will notice that sometimes the 'reply to' is not a Paypal addrees, but instead it is the actual address of the buyer/seller. THIS IS THE PART THAT HAD YOU CONFUSED. It is simple and innocent. There is no information sharing between google and Paypal.
