99% sure you are caught with the left hand of paypal not knowing what the right hand of paypal is doing.  Thrown me a bit though, what do you mean about the two deposits, so you are verified but not really? That name is likely on the paperwork because of the tech problems you mentioned. payapl are at fault.
IF you are 100% sure of yourself, phone paypal and politely/firmly request to speak to a paypal supervisor/manager. Stand your ground. Have all the info and proceed along the lines that you have done the right thing, you have been told paypal have a tech.probelm & wtf are they doing about not letting you establish your paypal account. You tell them you just love to use paypal (& pass me the chuck-bucket  ) Sure you get what I mean
