Selling same items on multiple accounts is a very easy way to get flagged for multiple accounts. Its best to keep items separated by accounts if you're using more than 1 account.

We have listed about 1 million SKU's on old account that was suspended, because it was linked with previous account, now we created new account, listed a few products and after 3 months we listed again same 1 million products and this new account was suspended also, because amazon linked it with previous

Are the skus you use the same as the ones from the other accounts? If they are, that is your problem right there.
Are you uploading the same inventory upload file without any changes?

That is LITERALLY IMPOSSIBLE. 1 million? Figuring it took you 1 minute per SKU is 2 years constant listing.
But anyway, try adding filler items. You have more than 50 percent same inventory of another account, they look at it. Thats why it takes a month. Algorithm takes awhile to compare all accounts but in time they do.
Next time, create accounts in different states also. Leave NOTHING to MATCH. Absolutely nothing. Stop trying to get rid of your old inventory at once. Buy more inventory and mix it amongst other accounts.
