The verification is random. They can be requested at any time
The majority of the time its requested at registration, or when you upgrade from individual to pro.
If your account simply needs a CC updated, and you got the message to update CC, the majority of the time you can safely update it without worrying about verification
CC update is automated

Suspensions aren't random, if you had issues on your account at the time of updating the CC, those issues can come up. That happens anytime there is an account update (Like CC update).
You should be able to see your notifications so you can see if there are problems. Regardless the only way to manage your account is updating your CC. You only got 1 option at this point anyway.

The account is up and running without any issues, but because the cc needs to be updated now (since the card is no longer valid), I'm concerned it will trigger a review?
Is there any way to update it without triggering any alerts? Would calling in to update be a safer option?

It should NOT trigger a review when Paypal itself recommends to replace the card that is no longer valid.... UNLESS the card that you will be using to replace the old one is in question like ENTROPAY.

Thank you, but this is for Amazon and there is no recommendation yet. They will "test" the card before making another disbursement and it's then when the current card on file will be declined.
I'm trying to figure out if it's ok to safely update the cc before they "test" it without triggering any alerts.
