Because if the account gets burned right away you have wasted a bank account. Lots of people don't like opening many bank accounts so don't want to waste them.

There is no rush to adding one, might as well give the account a couple weeks, get a few sales/feedback before adding one.
If its a new account and you're accessing it from a different IP than the one used to create it, and you're adding a bank account too soon, it may flag the account for review.
While I understand the concept, lets say I made the account myself and didn't have to change the IP.
I am selling low priced items and it's almost impossible to get feedback on those. I have a 2 % feedback rate. My thinking is, adding the bank account right away, while there is nothing really happening on the account will indeed trigger a review but it might be easy to pass, as there is nothing really going on on the account in the first 2-4 weeks. Also if the account finally doesn't pass the review for whatever reason: account will be dead and you can easily move on without having AMZ holding your (lots of) funds hostage.
This goes especially for sellers who ship from abroad as AMZ holds back the funds for weeks until they are released - yes even for accounts that aren't under review atm.

Keep things slow, steady and organized

Havent tried but I suggest using your actual bank routing number and using your actual bank account number but SWITCH UP the last 2 numbers.
That should let you proceed to the next step. You should be able to change it later and verify the bank account.
