what does this mean and how can i get them lifted do i have to be a registered user/seller to sell these items or do i have to get an ok from the manufacturer?

These are category limitations - you need permission from Amazon and for that you need paperwork and a bit of luck...you will need to prove that they are authentic and you can sell them
