That is a question best advised by your accountant and other advisers. Every once in a while there is a good reason to not file with the state right away. One example is doing due diligence on what is the best state for your purposes or how long this entity will last etc..
If I just ignore forming LLC or anything will IRS give me issues ?
The IRS will report the business to the state that you used for and address and that will eventually cause you an issue if you never file under than EIN and receive 1099Ks ALL states have some sort or recording and yearly fees. NV and WY being the cheapest and easiest to date.
