Amazon Listing - New vs Used/Refurbished

Does anyone know whether Amazon tend to monitor 'New' listings vs 'Used/Refurbished'. I have access to a supplier that can provide both, the New supplier will provide more profit but I am in this for the long haul, and would rather take the hit if Amazon are indeed more leniant on Used listings.

I would be selling Mobile phones so it is already a high risk listing.
