Selling Nokia phones from young account

I have 3 month old Ebay account with 1 FB as a Buyer and 7 FB as a seller
Can I start selling new, used and refurbished Nokia and other cellphones there without any issues?

I would strongly advise against it. I think your thinking since its Nokia and its cheap, you may get away, but rather since it falls under electronics / phones category, which is deemed high risk, your account would face scrutiny this early on.

7 seller feedback just doesn't scratch the surface. Your still too new to the game in the eyes of ebay. Consider selling accessories for phones and once you have 50+ positive ratings, then consider selling phones. Make sure to sell only used / refurbished in the beginning.

You can sell nokia phones, but they will want invoices and you better have those to prove your identity, plus id. They don't want people selling high risk items all types of electronics or brand stuff quick and then scamming people, it's just the way they are these days.

Cellphones and electronics are risky on the account you speak of OP.
