You might think them stupid but they are being prudent and suspicious when a brand new account is immediately trying to buy a new laptop.
I dont see that as stupid at all.
This could have something to do with the way you set up your new account and the combination of factors that were used during the process including the IP address, the bank account, The VCC etc.

ebay will limit its business and scare new buyers.
new buyers often just link credit card.. to ebay's view, it is not safe enough.

Yes I've been running into this same issue with all my new ebay accounts. Seems they won't let me do any purchases over $100 or something around there. It usually last for a few months then its ok after that. Silly though. You'd think that they'd atleast let you buy stuff right?
With the amount of fraud I'm seeing these days.. I don't blame eBay...
They really need to think about safer payment options .. maybe bitcoin one day!
That will be the day - Bitcoin on paypal. Then again stranger things have happened - I mean if Trump can be president I suppose anything is possible these days.
Even if it does happen though dont think ill put my untouchable Bitcoin funds into the paypal system that can freeze them on me for 6 months...
