I confirmed you could block 0 feedback and also -1 , -2 , -3 Feedback buyers as will with buyers non-payment strikes
You still can block buyers with strikes on their accounts for various reasons, but not buyers with no feedback. From a business perspective it makes no sense for eBay to allow sellers to block customers who are new to the platform. It would just piss off the customer if they realize they're blocked when they go to purchase something for the first time. Then the customer would go to Amazon.
I believe they did away with the feature back in 2010. Makes sense because as a buyer we all need to start somewhere. Also all the guest checkouts would never occur.

Blocking "buyers who may bid on several of my items and not pay for them" is a limit on how many items they may purchase at from you within a fixed period of time, that can be based on their feedback total.

I merely said you can limit them to ONE item... read above...
I use this, because by the time the 10 days is up you will know if they will pay or not, and you would have closed your UPI case against them..
