This happened to me 2 weeks ago on a new stealth account of mine. I listed a remote control w/ buy it now for $19.99. I got the same message as OP.
I called up eB rep (obviously manipulated my number so it looked like it was originating from my stealth state).
Rep told me they do this on every new account. She didn't ask me to answer any account-related questions. She only asked me what I intended on selling in the future, which I replied was 'things around my house that I have no use for'. I told her my friends use this site, and thought it would be a good idea to make some extra cash.
At the end of our convo, she even bumped up my selling restrictions to 15/$1000 without me even asking (I think it was 10/$500 before). I thanked her for her excellent service.
Moral of the story is...
1. Don't start off with electronics and buy it now as many just mentioned. Sandy's list is a good guideline to follow if you're unsure.
2. Be very friendly when talking to eB reps and play on their emotions too. They are ppl too (yes shocking)!
A lot of this is already covered in the stealth guide, but it doesn't hurt to reiterate the main points.
