Unless i'm much mistaken, VPN dynamic ip address is not safe. But VPN Static IP address is as safe as vps??

You are correct that a static VPN is better than a dynamic VPN, but there are usually much better alternatives than using a VPN.

JamesNorth101 is right about the VPS. Just make sure to choose the right provider. You don't want the cheapest one, as those services tend to shut down without warning. And you don't want to go with the larger providers because in many cases eBay and Amazon know the IP address ranges of their VPS's.

I recommend using a smaller provider that has been around for at least 2 years and that charges enough ($10 - $15 per month or more) for their services so that they are not likely to simply shut down without warning, like those $5 ones often do.
