I am understanding this as he has sold something on ebay and is going to put the wrong tracking information into ebay. If so it will work OK until the customer checks it and sees that it is coming from China and opens a dispute.
I don't believe that the tracking number will in and of itself trigger anything on eBay. But if eBay looks at an account and sees that you are drop-shipping using a supplier in China, they are going to have a HUGE problem with that, ESPECIALLY if the item is copyrighted or trademarked.

Then you need to re-think your plan.
You may come up against a buyer who objects to being 'conned' by your drop-shipping.
Be careful or your new account may become a newly suspended one.
I would have shipped the item to my address and send it by parcelforce to the customer. I had a UK customer doing the same thing. He normally gets the items from china to his own address and then use local post like parcelpost to send it to his customer. You can mention in your ebay description as items are imported from USA it may take 5-7 days to give tracking number so customers also knows it will take time for you to give them tracking number. Again this method was used by one of my UK ebay seller.
