Would like to know what is the best VPN to use for stealth. Also you do know of any VPN that you select and provides you with the same IP address instead of it changing each time you select the same city and states iP?

For that you need a VPN which offers Dedicated IP address, so your IP is only designated to you and not shared by other VPN users.
