Or does it just help to not get banned. Does ebay count positive feedback differently or the same as completed transaction with no issues. Say I had the same number of completed transactions and then suddenly got 20 new feedback when before I had 10. Anyway thanks!!

I have to disagree with the other poster. Positive feedback in my opinion definitely matters and counts. Not buyer feedback by as a seller to make it clear.
Getting limit increase depends on lots of things definitely avoiding problematic transactions and DSR ratings come into play. What type of products you are selling also matters. Positive feedback is definitely a good very good thing (DSR things can complicate).
They won't consider buyer feedback, but positive feedback will obviously help you a ton.
Just call and ask for a limit increase, as long as you are not selling high risk items it can't really do any harm.
