I thought that too... but since I started using this feature as of a few weeks ago it's DEFINITELY worth it.
I restock every couple weeks so in the past I'd have to relist the same listing. As of 3 weeks ago my listing that stays up after 0 quantity is now at 60 something watchers and 1000 views. The amount sold on the listing also stays up so if you have an item with 100 sold you'd trust that seller a bit more than an item with 0 sold, imo.
I sold about 5 within an hour of restocking this week. I'm guessing that when you're watching an item that goes to 0 then gets restocked, eBay will send you an email
