You would have to obtain an EIN in order to provide a tax ID, and I'm not sure if you would able to do that from outside USA.

Unless you provide a tax ID there is no way to bypass the 200/$20,000 threshold. If you can't get one you would be better off with many low-limit accounts.

EIN is an employer identification number. The OP would need an ITIN which is an international taxpayer identification number. I am not sure what the procedure is for those.

ITIN is what you need. You can do a simple google search and find everything you need to know.

rsot is right. Many people choose to stay below the threshold for the tax-id reporting requirement and spread their sales over multiple accounts.

OR you can avoid that by obtaining an account from the country where you are not obligated to provide any tax documents in that case since you are from abroad; for instance Canadian accounts dont require any tax id.

I believe the 200 item count is the lesser of the two conditions and that youll actually need to get to $20k in sales ( or they project you will) before you run into issues.
Perhaps others can shed some light on that specific question.
Regardless of the answer your best bet would be to spread your sales across multiple accounts. Works well for me.

I would be interested in people's experience with this as well, as I would probably get close to 1000 transactions before I got to $20,000

It is worded as 200 AND 20,000 in sales.

I did well over 200 transactions and about 18,000 in sales last year on my REAL account and they never asked for my SSN or reported that income. It is notable that they can ask at any time though.

Whaaa??? This is coming from a merchant?

Paypal will first send you a friendly request about your tax ID around 160 sales or so, then another one around 180. But you WILL/CAN NOT go past 200 sales, I've tried several times. On one account I sold 199 items that were $5.99, but they're still firm about the limitation.

This is how it breaks down:
200 sales OR $20,000 in sales - Paypal requires tax ID or account gets limited
200 sales AND $20,000 in sales - Paypal submits a 1099 to the IRS using the tax ID you provided

They're really firm about getting your tax ID because they are required by law to report your income if you reach or pass both thresholds.

@Jeff - I haven't looked much into it but I've always seen ITIN = Individual Tax Identification Number

I can guarantee you I have a verified business account that I did over 200 transactions and about 18k in total revenue and I have never given a SSN or TIN. Can show you over teamviewer.

Uhh if you have a verified business account then you have an EIN on file so you wouldn't need to provide an SSN or ITIN. They already have your tax ID in the form of your EIN.

Yep, I second that. Had this happen to me many times before. So, it is so unpractical if you are selling low cost items hence sometimes getting an EIN or switching to another country where it is not required

Why does this guy have to pay taxes at all? Is it because he can't sell from turkey?
