I cancelled an order for a buyer almost one week ago...I called ebay and the rep stated the buyer just needs to agree to the cancellation and then they will get their refund.
Its been almost a week now and the buyer opened a case stating that I cancelled the order but they never got refund.

What eBay wants is for reps not knowing a lot of stuff, only need to know basis. This way it is doesn't reveal information that could be used against it.

Select "selling limits" so you get American reps. Oversea reps know nothing. I had a buyer file a chageback on a CANCELLED sale because he "didn't get the refund". All because of eBay.
Call before it gets worse.
