The Mifi will usually change IP addresses when you turn it off and back on, BUT BE CAREFUL as they don't always release and renew IP. The advantage with the Mifi and stealth though is that it IS dynamic IP addressing. The real goal with stealth is to not login to different stealth accounts with the same IP. its OK to have different IP addresses when logging in to eBay/PP. You really have to consider that a great number of people use either Mifi or phone tethering to gain access to the internet these days (more and more all every day). So with that in mind it is reasonable to have changing addresses as long as you dont use the same IP addresses on different accounts as this will cause linking, and account problems. Many people here use a excel spreadsheet to keep track of IP addresses and the accounts they have been used on. Good luck as you learn stealth and gain experience. I highly recommend that you read the stealth guide (no i dont have a stake in profit in the guide)and plunder through this forum as a resource. Ask questions when in doubt.
OK , update, i see you have the guide, my oversight. Just read it thoroughly and ask questions.
