Never suspended on any account - New account - 0 Selling Limits?

What does it mean if a new account I just made has 0 selling limits and why? I've never been suspended on any ebay accounts.

I also read the Ebay stealth guide and it says that "One 'user account‘ on your
computer can host your two eBay accounts and one PayPal account".

I simply ran out of selling limit on my main account and decided I wanted to make a new one to sell a few more stuff. I made the new one on my current user and linked it to my main's paypal, yet I got a 0 selling limit at creation. So if the guide says I can have 2 accounts per paypal why did I get a 0 selling limit on my second account since the first one is in perfectly good standing anyway? Am I misunderstanding something?

It's your phone number. You probably used a VoIP number like Google Voice.

You can call Ebay to try to change your 0/0 limit or you'll need to create another stealth account with a phone number that is not VoIP.
