ISP won't change my static IP (Australia)

Ok, read the stealth guide but stuck on the most important part, changing IP. I called my ISP and they said mine can't be changed for "security reasons". Apart from changing my ISP, what could be my other options?

cell phone tethering, dongle/mifi, VPN, VPS, dialup, etc..

Cell tethering is free. Just use a spreadsheet to keep up with you IPs

VPN and tethering are the 2 easiest I expect for you

yup. Supposedly the account seller sloker still ONLY uses dialup.
