I had Uverse years ago before I started stealth. I thought they had dynamic IPs but I could be wrong. One thing to try - go to your network connection details (Control Panel -> Network And Internet -> Network Connections -> right click on your ethernet connection -> click on status -> click on details) and see when it says the lease will expire. Right before that is scheduled to happen, disconnect your modem/router and leave it off for a while. Ideally your ISP would then assign your current IP to another customer, and you would get a new IP when you reconnect.
Before going with an ATT dongle, I would at least check to see the coverage maps of the other major providers by going to their website (Tmobile, Verizon, etc) and see if their service is a bit better than ATT's. Also check on pricing as well. Some are much more expensive than others.
A signal booster is fine to use. I don't know what the walls in my house are made of, but it's near impossible to get decent cell reception here, so I feel your pain about the one bar thing. I bought a Verizon 4G hotspot which had a port for an antenna, got an external antenna from Amazon, and now I have 2-3 bars and 4G LTE when previously I struggled to get only 1 bar.
