Plus if i get a VPN, that is just a random IP. Doesn't my registered address have to be within 100 miles of my ip location?
That's not a good plan for the long haul, trying to do the cheapest method possible often leads to poor results. And no ip location doesnt matter much, just make sure country matches. Can use a CA ip to make an NY account etc

But the cheapest VMware VPS (something with 256 RAM /single core CPU / 5 GB HDD), put Win XP inside. Make snapshot. Do all stealth stuff. If account gets killed - revert to snapshot, get another IP, and start all over.
If you reside in the same country as your pp/eb then get a prepaid broadband dongle for not much money and there you go, bobs your uncle, new ip everytime you turn off/on the dongle.

I think some providers recycle IPs? so it is not the SAFEST but safe enough i would say?
This is just plain wrong, if you pick the Fresh IP, you are guaranteed to get a never used IP, but if you buy shared, it is recycled.
Yeah that's correct as long as you order the fresh plan you are guaranteed to get a Fresh IP but we also have plans for customers that are not interested in doing ebay/amazon and just want an ip for downloading/torrenting etc so they could get the shared plans which are not fresh as they dont need to be for those particular customers
