VPN's give you standalone IP addressed that will only be for your account, so there are some eBay/PayPal accounts for sale on here where they say the IP Address is included.
Is that moot if you have a VPN or am I missing something, like does that mean if I buy an account with IP address included...I can USE that IP address? If that's the case, how is this done?

Most sellers if not all expect you to use our own IP. It works just fine and you don't need the same IP to use the account. After you get the account, then you can get a Dedicated IP or use mifi or tether your phone for a new ip.

Thanks, I'm assuming when people are selling accounts where they say new IP address, what they mean was it was established with a new IP address safe from one that might be flagged...and they assume once we buy accounts we are responsible for our IP address. But just clarifying.

That is correct yes
Most sellers will point you towards a decent VPN if you are unsure of one, or will be able to recommend other solutions for a decent IP address
