You will get a bunch of different opinions but most people will say less than 5k per month is ideal, others say 3k and some such as myself dont follow those rules of thumb at all.

I usually aim to stay under $350 a week. Anything over that would put you in the range that would lead ebay/paypal to project your sales as passing the $20k annual limit at which point theyll ask for your SSN. These days theres no way around that hurdle so its crucial to remain under it if one is to maintain the account.

Its not really the amount though He could start selling go pros or virtual items on any type of account all of a sudden and have issues. Its pretty much common sense that 400 a month even on a new account wont raise any flags. He could start sending that money to friends and family on other accounts and get limited.
