l have a suspended ebay account only all is good with paypal, however I opened a new Paypal account with my new stealth ebay account neither Paypal accounts have ever had a bank linked to it. Can I safely link my new bank account to my new Paypal account with my original name from my suspended Ebay account?

Holly crap, I had to read your post at least 5 times just to understand it. It looks like your trying to mix and match. So your trying to add an old PayPal Account To a New EBay account that was attached to a banned EBay account. If so, that's not Stealth...that's reckless.
Mixing and Matching accounts is going to end up with more banned accounts....but it's your call.
Forget your suspended eBay account and the PayPal account linked to it.
If the NEW eBay account has a NEW PayPal account and you have a NEW bank account that has never before been used with eBay/PayPal, then YES, you can safely add the NEW bank account to your NEW PayPal account and link it to your NEW eBay account. The name on the bank account will not matter since eBay/PayPal cannot see that.
