When you call, you gotta tell them that you switch the phone number and you need to escalate this to a supervisor that can help, if they cannot provide the ability to help you. A supervisor or manager should be able to link a bank account for you manually. Then, just make the withdrawal, the entire amount in one shot since your account has surpassed the 180 day hold.

I bought a real mobile number from a seller and it verified my PP account. I had added only home number before this was first mobile number added to the account and it worked.
