Can't Upload Documents Today

Anyone have problems uploading documents today?

Tried to upload but says I am having problems uploading and try again.
Keeps doing that everytime I tried uploading for past 6 hours...

I have seen and dealt with this problem once before for me, It came down to the web browser that I was using it seems that some web browsers are finicky when it comes to PayPal.

It's a U.S. PayPal account. Before had no problems uploading docs.
This time it is in a different format.

Tried to upload Drivers Lic and it says :

We're sorry, but we're having trouble uploading your file.
Please try again.
