Anyone know how to upgrade to pp business with paypal limited

well I tried upgrade paypal limited 180 days to business acc for change contact and withdraw cheque or bank but seem now paypal no more accept paypal limited do it , I tried to call paypal reps but seem useless , anyone know a way for upgrade to business even paypal limited ? I know a guys still doing this service not sure how he can do it with paypal limited
