Would buying an aged PP account help with sending money

Everytime I try to buy from small sellers on ebay with my paypal account I get the msg that I cannot send payment and to go back to the merchant and choose a difrent payment method. Would buying an aged paypal account solve this issue? The paypal account I have is new only 2 weeks old, it has a vba and CC confirmed but it wont let me send. Will let me send to big companies like focalprice or best buy etc. Thanks guys.

Yes and No. Buying an account from someone thats 4 years old account but has no transaction history will still get you into trouble when you all of a sudden start receiving and sending money out of nowhere because it triggers off PayPal security bots. Now if you buy an aged PayPal account with old and new transaction history it will work as long as the seller sells you same IP. I prefer rdp.
