Default do you call PayPal when there's a selling problem

I usually call ebay whenever issue happens with buyers, and most of the time if the agent is non English native speaker, I always get help. Have to say those native English speakers are really pain on the ass. Rude and helpless.

That's probably I don't get so much limitations on ebay compares to my PayPal.

Today there's a buyer opened a item non received case on PayPal, tracking code shows delivered but she said not. Usually it is so easy to sort it out on ebay, just to call in and show them the tracking code. But because this is PayPal, I really don't know should I call them or just upload the delivered screenshot with the tracking code and wait.

I just report them on ebay, give an explanation....2-3 days later they review it, fix the issue.

Personally I would call P/P and explain the situation since the case has been opened on P/P. They aren't so hard to get along with at P/P.
