You exceed your limits

Withdrew 2 times recently, 700$ and 1000$, old business PayPal, registered on Dec 2015. Stable activities all the time.

All of the sudden this "you exceed your limits" warning comes out when I withdraw, and when I click "request high limits", it brings me automatically to "your limits has been lifted" page and the withdraw was done.

Is it something wrong with my PayPal or anybody else is having the same issue these days?
