Is there a way to bypass that verification window with sms/phone options?

Im so sick of this crap. I bought an account from someone on here, phone number included and active. I have tried to withdraw and I get this message. I try to send money and it wont. This account was also limited and then lifted after sending in docs. I am done paypal.
