Paypal/ebay/etsy

Ok, I made a stealth account. Every is verified i know i heard you should wait 2 weeks before listing on eBay and start off with house hold items. What about Paypal & etsy could i send customers invoices and post listings on etsy ? or should i wait two weeks also before i start using Paypal & Etsy also?

2. New User Account?
3. New Info?
4. PayPal VCC, or Gift Card?
5. Lift Withdraw limits?
6. Bank or VBA?

You have to start tracking those IPs, this is always tedious and overlooked.
