Problem with payment through Paypal

Its so weird that I can make payment for other items, but there is only one that PP refuse. It said that "The card issuer dose not let me to pay", not exactly what it says but the content is like that.
I would like to make payment as soon as possible cause I want to mantain good performance on Ebay. Please help!!

Just to clear my issue.
I have already verified Paypal account, linked it to Ebay. I have successfully make payments to some sellers. However, there is one item I failed to proceed the payment. While I contact the seller, there is no answers (I have been waiting for at least 3 business days with more than 3 emails sent). I try to get help from EBay but it seems difficult. I dont want to get suspension due to non-payment dispute.
Hope you guys can give me some advices.
