Not the issue.

Paypal asks for phone verification for many new accounts.

Way in which account is created is part of the problem too.

this happened to me to an old account and now happens to a new fresh account when trying to add US VBA :((((

Simple solution is to NOT create accounts on US platform - one approach...other approaches take more learning...
