can't link phone number

I just got a spare smartphone and bought a prepaid sim card to use with the paypal account, but I can't link the account. Paypal has not sent me any verification # so I can verify phone line, I tried it with the smartphone app and the web browser but still no luck on paypal sending me the code back? Is this a common issue or do I have to call them?

Not a prepaid phone will receive those text messages from Paypal/ebay... which service are you using?
