Both metods will work. If it is Paypal asking for it verification should be in few days. If you submit them without being asked it will take several weeks.
From your point of view nothing changes. Chose the path suits you best.
P.S.: just realized re-reading your question... is PayPal asking for proof of address, not eBay.
OP - from what I make of this, are you saying that you need to CONFIRM the address on PayPal? If so, add a card and get the 4 digit code they drop onto the card after VERIFYING the PayPal.
If you're in a country which allows VCC verification, which lots do, then you've killed birds with one stone.
