Newbie request - clarification

Hi all - I have a question re: phone numbers.

After spending quite a while doing research on here to try to get the answer to my question/concerns, I'm afraid I'm more confused/unsure than ever.

Basically I want to know:
a) The stealth guide says: Use VoIP/redirect services, have the call re-directed to your extant phone. If this works well, why all the discussion re: purchasing tracfones and the like? Why wouldn't we all just be re-directing calls to our extant/personal phones?
b) Should I go with a re-direct service? If so, which one is best overall?

I would ask my seller, but he's already been exceptionally helpful and I've already taken up so much of his time that I'd rather not bother him again if I don't have to.

A} VOIP and free have been used to death for the most part.

Tracfones give you a fresher database of numbers that have not been used because people do not want to pay for the service if they want to make a quick buck (IE: most often Scammers)
