I have the simplest of instructions for you.

Do not delete cookies.

Please avoid doing this. Your user account with its associated cookies is how paypal/ebay identify the account when their systems are accessed.

removing cookies will flag the account.

paypal, for one, may do a soft limit as it checks your account is not hacked.

Please avoid deleting cookies.

They can easily cause all sorts of issues with eBay. The guy who used the computer before you could have had a suspended account. You will be using the same IP moments after them.

Do not use computers that you do not control 100%. That also applies to the IP addresses.

You cannot use either eBay or PayPal on public PC's.

They are they same company. Stealth rules that apply to one apply to the other.

Make new user accounts - one eb/pp per account - keep cookies in place.

Also: avoid using public pc's - you can expect OTHER accounts to be on that computer and linking could happen...bad move

So cookies are more important than convenience. Got it.

Is it possible to have 20 user accounts on one computer?

Yes - depends on RAM and computer power but (example) on a P4 laptop dating to 2002...I have over 20+ user accounts - the computer still lives /fingers crossed

i was going to say can you not make a user acc on the public pc and password protect it LOL...
also... regarding cookies its a bit swings and roundabouts... when you have log in issues the 1st thing ebay will tell you to do is clear your cookies!!!
1 time they limited an acc of mine by mistake!!!by the way it was an error there end... i had to clear my cookies countless times to try and get over the log in issue they wrongly put on my account
but yes willy nilly clearing cookies is not highly recommended
