It definitely has to do with the overall way the account is created. The way I look at it, 0/0 limits means Ebay finds something about your account suspicious. It's not a hard link or else you'd be indefinitely suspended right away, but something during account creation screams out stealth, so they want to talk to the account owner to confirm.
So.. for those still having problems, I suggest looking at the way you create accounts step by step and try to look at things from Ebay's perspective. Would this be suspicious to Ebay?
For phones, as I mentioned I'm pretty sure a non-stealth user whose creating an Ebay account for the first time would use their cellphone or landline. So using a VOIP number (or anything that shows up as VOIP) is a flag.
For IP addresses, having AT&T, Verizon, Comcast, etc (tethering and dongles are great!) looks a lot more legit compared to Random VPN Hoster, Inc.
And for addresses, of course 123 Real Street, Somewhere USA is a lot more believable compared to a phony address or a house with a phony apartment number tacked on.
You may be able to skirt by without getting 0/0 limits if you do one of those things I recommended against (especially if everything else on your account is fine), and that's definitely not an all exhaustive list of things to check for, so anyone still having problems, seriously sit down and think about your methods. Change 1 thing at a time if you have to, and see if that fixes the problem. Doing so will also help you understand how Ebay thinks, which will benefit you in the long run.
